Pricing Consultant / Proposal Writer
Lieutenant Colonel Barry Shipley retired from the US Air Force as a command pilot and instructor pilot in both the T-37 trainer and B-52 bomber logging more than 4,000 hours of flying time. In his last Air Force assignment, he was the program manager for the development and acceptance of the $60M computer system designed to enhance aircrew training. In this capacity, he attended the Air Force contracting schools and learned all aspects of the federal procurement system from developing the need to final solicitation, evaluation, and management of operational programs.
Upon retirement Barry worked for CIBER in the federal group where he developed and implemented a proposal group that won more than $100M in annual sales. In addition to leading and training the team, he authored standardized best practice policies and documents to determine sales initiatives.
As the federal marketplace became more competitive, Barry concentrated on the pricing elements in the procurement process. He developed pricing models and pricing strategies which enabled his group to win new business engagements ranging from $100k to over $1B in value.
While working for CIBER/CRGT, Barry found his true passion was mentoring small business teaming partners in the federal procurement process. He brings his large government contractor proposal and pricing expertise to small businesses allowing them to compete on equal footing in the proposal process.
His specific expertise includes Federal Government Proposal Management, Federal Acquisition Regulations (FAR)/DFAR, Price to Win Models, Cost Volume Lead and Oversight Management, Government Cost Compliance, DCAA Auditing, IDIQ Contracts, and GSA Schedules.
Barry graduated from Iowa State University and received a master’s degree in public administration from Golden Gate University.

His in-depth knowledge of the proposal process, federal government rules and regulations, and pricing models, has resulted in numerous multi-million dollar federal contracts for his clients.
